To change password complexity, login as root and :
config setprop passwordstrength Users normal
config setprop passwordstrength Ibays normal
It is also possible, but strongly discouraged, to disable password strength checking:
config setprop passwordstrength Users none
config setprop passwordstrength Ibays none
